The CIA wanted to use the Hughes Tool Company as a front to build a high-tech “The Hughes Glomar Explorer” vessel to salvage sunken submarines. “The Jennifer Project” was to retrieve the sunken Soviet sub 750 miles northwest of Hawaii.
