Meier met with Susie Wyss in Paris. Hubert Humphrey had told Meier to call Wyss if he was ever in trouble in Europe. Wyss had intelligence contacts that crossed the Iron Curtain. She told Meier to stay away from Dr. Buhler, that he is very dangerous. She revealed that Buhler was the CIA’s paymaster in Europe. Ralph Kaminski (lead investigator for the IRS) described Buhler as a “bagman, a courier and a paymaster” for the CIA in Europe.
