Joaquin Balaguer, President of the Dominican Republic wanted a better deal on sugar and ore exported to the U.S. Hughes told Meier to help. Meier helped by feeding political talking points to Democrats speaking out against sugar quotas imposed by the Nixon Administration. Meier compiled reports of pollution problems affecting the island and circulated them to Democratic Senators.
