David Young—who is with NSA, working under Kissinger—is appointed to the White House Domestic Council to work with Egil Krogh on putting together a team of political operatives which is already driven by a young expert “ratfucker” named Don Segretti. Young went to college in Chicago and he tells Krogh, working off Sandwedge’s requirements, that his fraternity mates remained in the Chicagoland region. Liddy begins meeting with Administration allies in State, DoD, CIA, NSA, looking for possible recruits and potential enemies.
